Why this matters
Rework is the largest unforced error in construction. PlanGrid and FMI research puts US construction rework and conflict resolution at roughly $177 billion annually, and the FMI/Autodesk work attributes about 14% of all rework directly to bad data — wrong, missing, or conflicting information. Rework typically runs 5-10% of total project cost, and on industrial projects design-related rework alone has been measured at 9.5%. Those errors are almost all present in the drawings before a single trade shows up. That is why design review is the right insertion point: it is the last moment where an error costs a comment instead of a change order.
